Edit User only works for Admin Role?

I am using the UDM to manage users. I have the Edit User page and module working but when I lookup users (grid module) the edit pencil seems to only show if I am logged in as an admin. I want to give edit users permissions to our support team but not make them admins, is there a setting I am overlooking or does the Edit User feature only work for the Site Admin role?

For this you'll have to use our User Manager Suite.
The User Directory module was intended to be directory not management tool.
