I am receiveing the following error when I add a portal to a share

A critical error has occurred.The INSERT statement conflicted with the FOREIGN KEY constraint "FK_test_UserPortals_test_Users". The conflict occurred in database "testafmc-org", table "dbo.test_Users", column 'UserID'. The statement has been terminated.

Any idea why I can not add this portal. It only has one login.

You have duplicate user name - the same user on both portals.
Most common case is using the same admin account.
